As a resident and taxpayer of Paulding County, Georgia, I am writing to express my strong opposition to the unmitigated expansion of heavy industrial data centers near our residential neighborhoods. I am deeply concerned by the establishment of “Technology Park Overlay Districts” without adequate community transparency, direct property owner notifications, or comprehensive risk assessments.
The current Unified Development Ordinance (UDO) lacks the strict regulatory guidelines necessary to protect our families. Permitting massive data center facilities to operate 24/7 immediately adjacent to local homes, schools, and local water systems threatens our community in several critical ways:
    1. Pervasive Noise Pollution: The industrial-grade cooling infrastructure operates continuously, emitting a constant, low-frequency drone that destroys the peace, health, and property values of bordering neighborhoods.
    2. Resource Strain: These massive facilities consume millions of gallons of water daily and place severe strain on our electric grid, threatening our local aquifers and raising utility rates for ordinary citizens.
    3. Zoning Loopholed Transparency: Using text amendments and overlay districts bypasses traditional rezoning notification rules, leaving citizens blind-sided by heavy industrial operations in their backyards.

While Commission leadership has stated there are currently no new active applications on file, nearby municipalities like DeKalb County and Marietta have already proactively implemented data center moratoriums to protect their citizens. Paulding County must do the same.
I urge the Board of Commissioners to immediately enact a temporary development moratorium on all data center infrastructure and comprehensively reform the UDO to establish massive property setbacks, strict decibel limits, and mandatory neighborhood notifications.
Our community demands responsible, transparent growth—not industrial exploitation. I look forward to your response and tracking your votes on this issue.
